James W. Dailey, II completed his Undergraduate Studies at West Virginia University in 1968 and a Bachelor of Science in Construction Engineering from Northeast Louisiana University in 1970.

Mr. Dailey is the Chairman and Treasurer of W. Harley Miller Contractors, Inc., a commercial general building contractor and W. Harley Miller Systems, a residential and commercial integration low voltage systems company.  He is a Past President, Officer and Director of the Contractors Association of West Virginia.  He is a Past President, Officer and Director of Associated Builders and Contractors of Cumberland Valley Chapter and Board of Trustee for the Construction Education Foundation.  Mr. Dailey is past Chairman of West Virginia University Board of Governors.  He is a past Gubernatorial Governor Appointee to the WV State Building Commission and past Gubernatorial Appointee to the Public Employees Insurance Agency, Finance Board and Trust Fund.  Mr. Dailey is the current Gubernatorial Appointee to the Higher Education Policy Commission of West Virginia.  He is a current Mayoral Board Member Appointee to the Building Code of Appeals Board for the City of Martinsburg.  Mr. Dailey is also the Martinsburg High School Golf Coach.

Mr. Dailey is the Past President, Officer and Director of the Martinsburg-Berkeley County Chamber of Commerce and serves on the Executive Committee and Director of the West Virginia Chamber of Commerce, Chairman of the Board for United Bank of Martinsburg and Director of United Bank of West Virginia.  He is Major (Retired Pilot) 167th Airlift Wing and the West Virginia Air National Guard.  He is a 32nd Degree Master Mason of Equality Lodge No. 44 of Martinsburg and the Osiris Shrine Temple in Wheeling WV.  He is a member of the Christ Reformed Church, United Church of Christ.

He currently serves as Chairman of the Board of Farmers & Mechanics Mutual Insurance Company of WV and as a Director since March 3, 1995.  He currently serves as Chairman of the Board of Directors of Farmers & Mechanics Fire & Casualty Insurance, Inc. and as a Director since May 12, 2006.  He is married to his high school sweetheart, Diane for 56 years and they have one (1) son, one (1) daughter and six (6) grandchildren.

Dr. Kenneth L. Banks is a graduate of Musselman High School and 1984 graduate of West Virginia University School of Dentistry. He has been an affiliated member of the American Academy of Cosmetic Dentistry (AACD) since 1996. Dr. Kenneth Banks became WV’s first accredited member of the AACD in 2009.  He is a member of the American Dental Assoc., the WV Dental Assoc. and the Eastern Panhandle Dental Assoc.  He is the owner of a dental practice, Smile Designs of the Shenandoah Valley and co-owner of The Haven Smile and Skin Care Spa both located in Inwood, WV.

Dr. Banks is a member of the Martinsburg Sunrise Rotary and past president in 2006.  In 2008 retired as a Lt Col and Commander of the 167th Aerial Port Squadron at the Martinsburg WVANG.  He is currently on the Board of Directors of Farmers & Mechanics Mutual Insurance Company and Farmers & Mechanics Fire & Casualty Insurance, Inc.  He resides in Inwood, West Virginia, with his wife Rhonda where they are members of Connections Community Church.

Vicki Shockey Fulk is a graduate of Martinsburg High School and a 1970 graduate of Shepherd University with a Bachelor of Science in Business Administration/Accounting.  She took additional finance courses through American Management Association.  Ms. Fulk has worked in corporate finance for 30 years.

Ms. Fulk was a member of the Hospice Capital Campaign.  She served on the Executive Board of Directors for the Eastern Panhandle Training Center.  She was the church organist for the 167th WV Air National Guard for 17 years.

Ms. Fulk is currently the President of Vic’s Auto Sales, Inc. a leasing corporation.  She is a member of Golden Rule Chapter #69 Order of the Eastern Star, a founding member of WISH (Women Investing in Shepherd) and a 50-year member of St. Luke’s United Methodist Church

She is married to Bob Fulk and they have one daughter and three grandsons, which include a set of twins.

Ms. Fulk is currently on the Board of Directors of Farmers & Mechanics Mutual Insurance Company of WV and Farmers & Mechanics Fire & Casualty Insurance, Inc.

Tina C. Roach has been a full time Realtor® since 2007, during which time she has achieved the status of TOP Producer each year.  Tina was named 2012 Realtor® of the Year for her involvement and dedication both to her community and the Eastern Panhandle Board of Realtors®.  She has served on the EPBR Board of Directors as a Director from 2009-2010 and as Secretary from 2011-2014.  She has been involved with the Community Service Committee and chaired several sub-committees.  Tina’s clients have described her as reliable, open, honest, knowledgeable, and dedicated.

Tina has been a Martinsburg-Berkeley County Chamber of Commerce member since 2008 and is a 2012 Graduate of Leadership Berkeley.  She served as a Member, Board of Director from 2015-2017.

Tina is an active member of Martinsburg-Sunrise Rotary and is currently on the Board of Directors.  She was named Rotarian of the Year 2015/2016.  Tina received the Service Above Self award in Recognition of Outstanding Dedication and Service:  2013/2014, 2016/2017 and 2018/2019.  Tina is also a two-time Paul Harris Fellow.  She is currently on the Board of Directors of The Eastern Panhandle Transit Authority and active on several committees.
